IMPORTANT CHANGES, EFFECTIVE FOR THE EARLY FALL TERM 2006

Evening Parking Pass

The Evening Parking Pass is being eliminated, effective with the first day of Early Fall Term 2006.  Students who have traditionally purchased an Evening Pass now must utilize one of the following options in order to pay for parking on campus:

  • Purchase a Term Parking pass, valid for the length of the term, and good for both day and evening classes ($50), or
  • Apply money to their SurgeCard by utilizing the Value Transfer Station (VTS) located outside of the Student Activities Office, room 204 – ATLC, or
  • Pay the daily cash rate at the gate (Central Parkway Garage and Lot C only).

Daily Cash Rate

The Daily Cash Rate is also being modified for most parking facilities. Effective with the Early Fall term, the following cash rates will apply:

·         Lot G - $1 per use, payable using the debit feature of the SurgeCard at the card reader located at the gate.

·         Lot C - $2 per use, payable using the debit feature of the SurgeCard at the card reader located at the gate, or by paying the booth attendant.

·         Central Parkway Garage - $5 per use, payable using the debit feature of the SurgeCard at the card reader located at the gate, or by paying the booth attendant.

Please note that the Ludlow Avenue Garage will remain a “privilege-only” facility and cash and debit are not accepted.  Students must purchase a Term Parking Privilege in order to access this facility.

PARKING & TRAFFIC REGULATIONS

The regulations in this brochure were developed by the Department of Public Safety and approved by the College Administration in accordance with the Ohio Revised Code.

The goal of the Department of Public Safety is to utilize the available parking resources for the benefit of students, faculty, staff and visitors.

Purchase of a term parking privilege does not guarantee an available parking space.

PARKING FACILITIES

Cincinnati State offers on-campus student parking in Lot G, Lot C, and in both parking garages.  Students may park on campus as specified below:

·   Lot “G” is a surface parking lot designated for students, faculty and staff.  This lot is located off of Central Parkway, across from the College entrance.   Use of this lot requires a valid SurgeCard, issued by the Student Activities Office.  The fee for using this lot is $1 per use (using the debit feature of the SurgeCard) or unlimited use if using a valid term parking privilege.

·   LOT “C” is a surface parking lot designated for students, faculty and staff.  This lot is located on the corner of Central Parkway and Ludlow Avenue.   The fee for using this lot is $2 per use (using cash or the debit feature of the SurgeCard) or unlimited use if using a valid term parking privilege.

·   CENTRAL PARKWAY PARKING GARAGE is a both a pay-for-parking and term-parking privilege facility available to students, faculty and staff.  Access to this facility is off of the Central Parkway entrance.  The fee for using this facility is $5 per use (using cash or the debit feature of the SurgeCard) or unlimited use if using a valid term parking privilege.

·   LUDLOW AVENUE PARKING GARAGE is available to students, faculty and staff; however, access is restricted to those who have purchased a term parking privilege.  Cash or the debit feature of the SurgeCard is not acceptedAccess to this facility is off of the Ludlow Avenue entrance.

HANDICAPPED PARKING is available at the front of the main building as well as in both parking garages.  Handicapped parking requires both a state-issued license plate or plaque and a Cincinnati State term parking privilege.

MOTORCYCLE PARKING:  There are spaces designated for motorcycle parking at the end of “A” wing.  This is the only location where motorcycle parking is permitted.

OBTAINING A TERM PARKING PRIVILEGE

Term parking privileges are sold online through the MYCSTATE webpage.  Cincinnati State no longer issues parking decals; rather, the parking privilege is placed on the student’s SurgeCard, which is used to raise the parking gates.  A student must have a SurgeCard in order to purchase a term parking privilege.

REFUNDS

A term parking privilege may be cancelled and returned for a 100% refund during the first week of the term.  Term parking privileges may be cancelled or returned during the second week of the term for a 50% refund.  After the third week of the term, parking privileges may not be returned.

EMERGENCIES

Emergency phones are located near all parking areas and in the garages.  These phones are monitored by Public Safety 24-hours a day.  If you need assistance from the Public Safety Department, simply press the “Help” button on the phone.

MOTORIST ASSISTANCE

The Department of Public Safety can provide limited assistance with roadside emergencies such as dead batteries and keys locked in vehicles.  These services are provided at no charge.

DAYCARE PARKING

To park in the Daycare spaces you need a permit from the Daycare Center.  This permit allows you to park for only 20 minutes.

PARKING PRIVILEGE REGULATIONS

1.    Falsifying of any information will result in revocation of the privilege.

2.   Purchase of a parking privilege does not guarantee an available parking space.

3.    If a SurgeCard is lost, stolen, or needs replacement, a card replacement fee will be assessed.  Replacement cards are made in the Student Activities office.

4. Term parking privileges are not transferable.

5.    Term parking privileges cannot be shared.

VIOLATIONS CITATION PROCEDURE

The Department of Public Safety enforces College parking regulations.  Any violation can result in a citation being issued.  Citations must be paid or appealed within 10 business days from the date of issue.  After that time, the ability to appeal will be lost.

Any citation not paid or appealed within 10 business days of issue will double in cost, and the vehicle is subject to impoundment.  After 30 days from issue, any unpaid citations will be automatically added to the student’s account.  Repeated or serious violations could result in loss of campus parking privileges, towing of vehicle and/or impoundment at the owner’s expense.  Ignorance of College parking policy is not an excuse for operating or parking in violation.  Citations are payable at the Cashier’s Office or mail to:

Cincinnati State Technical and Community College

ATTN:  Cashier’s Office

3520 Central Parkway

Cincinnati, OH 45223

The purchase of a term parking privilege does not guarantee the availability of a parking space and does not justify parking against College policy.

PARKING VIOLATIONS

A list of current parking violations may be obtained in the Public Safety Office (Room 7).

CITATION APPEAL PROCEDURE

Any ticket issued by the Public Safety Department can be appealed by filling out an appeal form available in the Public Safety Office (Room 7).  The form must be completed and submitted within ten (10) business days after the ticket was issued.  The findings of the Appeal Committee are final.
