Carla Chance is new Executive V.P. at Cincinnati State

Carla Chance is the newly appointed Executive Vice President at Cincinnati State Technical and Community College, providing leadership for human resources, student services, technology, facilities and security.
Ms. Chance previously served as Vice Chancellor for Finance and Business Services at St. Louis Community College from October 1999 to November 2011. There she was responsible for budget management, physical facilities, auxiliary services, financial resources management, and procurement. STLCC is a comprehensive urban community college serving almost 30,000 credit students and more than 90,000 continuing education and workforce enrollees annually. The STLCC system is comprised of four campuses, two extension centers and a downtown training center.
“Carla has the mix of qualities that I was looking for,’’ added Cincinnati State President O’dell M. Owens. “Moreover, she’s originally from this area, and she knows the turf around here.’’
Ms. Chance succeeds Dr. Carolyn Anderson, who recently retired.
During her time at STLCC, Ms. Chance coordinated five major construction projects, including the addition of a fourth campus, STLCC-Wildwood. Wildwood received the United States Green Building Council’s LEED Gold certification – the first Gold Building in the St. Louis Metropolitan area. Subsequent projects included the replacement Harrison Education Center, also a LEED Gold Project. Ms. Chance also provided leadership for the development of the STLCC’s first facilities planning document (master plan) and has also been heavily involved in e-commerce initiatives including payroll direct deposit, the student OneCard ID and disbursement system, and an electronic student tuition payment plan.
She served as president of the Missouri Community College Association in 2005 representing the twelve Missouri community college districts. Additionally, Ms. Chance served on the Missouri Higher Education Funding Task Force. Ms. Chance was selected as one of the 2007 Outstanding Chief Business Officer Award recipients by the Community College Business Officer (CCBO) Association. In 2010, Ms. Chance received the St. Louis Business Journal CFO of the Year Award. In 2011, Ms. Chance received the prestigious Mel Carnahan Hall of Fame Award from the Missouri Community College Association.
From 1993-99 Ms. Chance served as Vice President for Administration at Northern Kentucky University, where her responsibilities included finance, human resources, information services, facilities and governmental relations.
A native of Grant County, Kentucky, Ms. Chance is a first-generation college graduate. She earned her undergraduate degree from Morehead State University, a master’s degree from the University of Kentucky and holds the juris doctorate degree from the Salmon P. Chase College of Law at Northern Kentucky University. She currently resides in Cold Spring, Ky.
