Parking Regulations

Cincinnati State strives to provide safe, accessible parking for students, faculty, staff, and visitors to campus. The College maintains parking lots and garages for use by all members of the Cincinnati State community.

Note: Effective July 31, 2017, access to parking lots and garages on the Clifton Campus requires use of a Proximity Card ("ProxCard"). A College ID card (SurgeCard) will not operate parking gates.

Parking Areas (Clifton Campus)

Central Parkway Garage

Central Parkway Garage is a daily rate and term privilege covered parking facility designated for students, visitors, faculty, and staff. Access to this facility is via the Central Parkway entrance. The fee for using the Central Parking Garage is $5 per use (using cash) or unlimited use with a valid term parking privilege (ProxCard).
 

Lot A

Lot A is located off of College Drive and is reserved for faculty and staff only. Faculty and staff must use their ProxCard for entry and exit.

Lot C

Lot C is a daily rate and term privilege facility. Access is through the gateway off Ludlow Avenue. The fee for using Lot C is $5 per use (cash) or unlimited use with a valid term parking privilege (ProxCard).

Lot D

Lot D is located at the top of the front drive, at the end of A and B wings, and is reserved for faculty and staff only. Faculty and staff must use their ProxCard for entry and exit.

Ludlow Avenue Garage

Ludlow Avenue Garage is a term privilege covered parking facility designated for students, faculty, and staff. Access to this facility is off of the Ludlow Avenue entrance. Use of the Ludlow Avenue Garage is restricted to those who have purchased a term parking privilege (ProxCard).

Reserved Parking

Many parking spots in Lot D are reserved for specific faculty and staff members and are marked with the individual’s last name, either on an adjacent wall or on the parking stop at the front of the spot. These spots are reserved Monday through Friday from 6:30 a.m. to 4 p.m. Parking in a reserved spot during these hours will result in a parking citation. Note: The College has abandoned the practice of reserved parking and does not issue any new reserved parking spots.

Visitor Parking

Visitors to the College are permitted to park in the Central Parking Garage, and Lot C. There is a $5 charge for parking in the Central Parkway Garage, and a $5 charge for parking in Lot C. For details about these parking facilities, see Parking Areas information above.

Student Parking

Cincinnati State students may park on campus and pay the daily cash rate, or purchase a term parking privilege. The daily cash rate charges a specified amount per use. The term parking privilege provides parking pre-paid parking privileges, accessed through the use of a valid ProxCard.

Obtaining a term parking privilege

Term parking privileges are sold online through the MyCState webpage. Parking privileges are placed on a student’s ProxCard, which is used to raise the parking gates. A student must have a valid ProxCard in order to purchase a term parking privilege. A term parking privilege may be canceled and returned for a 100% refund during the first week of the term. Term parking privileges may be canceled or returned during the second week of the term for a 50% refund. After the third week of the term, parking privileges may not be returned.

Parking privilege regulations

  • Falsifying of any information will result in revocation of the privilege.
  • Purchase of a parking privilege does not guarantee an available parking space.
  • If a ProxCard is lost, stolen, or needs replacement, a card replacement fee of $10 will be assessed. Replacement cards are obtained in the Parking Office (ATLC second floor, outside the Student Activities Office) on Clifton Campus.
  • Term parking privileges are not transferable, and cannot be shared.

Violations citation procedure

The Campus Police Department enforces College parking regulations. Any violation can result in a citation. Citations must be paid or appealed within 10 business days from the date of issue. After that time, the ability to appeal will be lost.

Any citation not paid or appealed within 10 business days of issue will double in cost, and the vehicle is subject to impoundment. After 30 days from issue, any unpaid citations will be automatically added to the student’s account. Repeated or serious violations could result in loss of campus parking privileges, towing of the vehicle and/or impoundment at the owner’s expense. Ignorance of College parking policy is not an excuse for operating or parking in violation.Citations are payable in person at the Cashier’s Office or via mail to:

Parking Illegally in Spaces Reserved for Vehicles with Disability Placards

Campus police officers take the following action when vehicles are parked illegally in spaces reserved for vehicles with valid disability placards:

  • First offense: the vehicle is ticketed
  • Second offense: the vehicle is ticketed.
  • Third offense: the vehicle is towed.

If you observe a vehicle not displaying a handicap placard, contact Campus Police 569-1558.

Parking violations

A list of current parking violations may be obtained in the Campus Police Department, Room 147, Main Building.

Citation appeal procedure

Any ticket issued by the Campus Police Department can be appealed by filing an appeal form, available in Room 147, Main Building. The form must be completed and submitted within 10 business days after the ticket was issued. The findings of the Appeal Committee are final.

Release from damages

Parking on Cincinnati State property is at the owner's/driver's own risk. Cincinnati State, its agents and/or representatives, are not responsible for loss or damages resulting from fire, theft, or vandalism.

Faculty/Staff Parking

Cincinnati State faculty and staff are provided privileges in most parking areas on the Cincinnati State campus. For the purposes of this policy, faculty and staff refers to all full-time, part-time, casual pool,and adjunct faculty and staff members. This does not apply to co-op or work study students.

Parking permit and Prox Card

A Cincinnati State faculty/staff parking permit and a ProxCard is required to park anywhere on campus. Faculty and staff parking permits can be obtained from the Campus Police Department, Room 147, Main Building. Prox Cards are obtained in the Parking Office (ATLC second floor, outside the Student Activities Office) on Clifton Campus.

Full-time and part-time faculty and staff are issued a permanent parking privilege, valid for the length of their employment with the College.

Any faculty or staff member who ends their employment with the College must return their parking permit to Campus Police.

Parking permit regulations

  • If a parking permit is lost, stolen, or needs replacement, report it to the Campus Police Department as soon as possible.
  • Permits must be displayed on the rear-view mirror.
  • Permits are not transferable and cannot be shared.
  • Permits must be displayed at all times while on Cincinnati State property.

Other restrictions

  • Drivers are not permitted to add spaces at the end of a parking row. Such actions will result in a citation. If the violation presents an obstacle to emergency vehicles or delivery trucks, the vehicle may be towed at the owner’s expense.
  • Drivers shall not block any portion of the roadway with their vehicle. Such actions prevent access by emergency vehicles and the vehicle may be towed at the owner’s expense.

Faculty and staff parking areas

All parking areas require a permit and a ProxCard parking privilege. Faculty and staff are permitted to park anywhere on campus. However, the front drive, Lot A and Lot D are reserved for faculty and staff use. For details see Parking Areas above.

Handicapped Parking

Handicapped parking spaces are lined in blue and are provided on College Drive and in both parking garages. These spaces are available to handicapped students, faculty, staff, and visitors. A valid state-issued handicapped placard must be displayed when parking on campus. Students are also required to purchase a Cincinnati State term parking permit and obtain a ProxCard.

The Clifton campus has handicapped parking in multiple areas. Handicapped parking spaces are located in front of the Main Building on College Drive. The Ludlow Garage and Central Parkway Garage have handicapped parking spaces next to the elevator. Lot D, limited to faculty and staff, has handicapped parking spaces in several locations.

If you observe a vehicle not displaying a handicap placard, contact Campus Police 569-1558.

Motorcycle and Bicycle Parking

Motorcycle parking is permitted at the end of the Clifton Campus Main Building, just off the front drive. This is the only location where motorcycle parking is permitted on campus.

Bicycles must be secured only to the bicycle rack located by the entrance to the Ludlow Avenue Garage. Bicycles should not be chained to trees or light poles.

Daycare Parking

Several parking spaces near the front entrance of Lot D are designated for drop-off and pick-up at the William Mallory Early Learning Center. A valid daycare parking permit is required to use these spaces. Use of daycare parking spaces is limited to 20 minutes per use.

Emergencies and Motorist Assistance

The Campus Police Department is on duty 24 hours a day, seven days a week, to provide assistance to cars parked on Cincinnati State’s Clifton campus. Emergency phones are located near all parking areas and in the garages. If you need assistance from the Campus Police Department, press the help button on the phone, or call (513) 569-1558.

Campus Police also provides limited assistance with roadside emergencies such as dead batteries and keys locked in vehicles. These services are provided at no charge. Press the help button on the nearest emergency phone, or call (513) 569-1558 for assistance.

Safety and Theft Prevention

Cincinnati State's Campus Police Department works hard to ensure the security of people, vehicles, and personal property on campus. However, there are simple steps each individual can take to help to prevent theft from a vehicle.
